As presidents come and presidents go we can compare their contributions to freedom. We can measure the realization of positive reforms or the style and manner of performance. Their recovery of lost ground in previous administrations or the foresight to save those of the future.
We find it amazing when certain Presidents are elected that embody everything we don't. Electing a self-centered womanizer, who protested in Russia against our country leading the Gulf War. Electing a President who sets in motion the destruction of American families in the name of welfare reform. Electing a President who leads by example in demonstrating the up side of no-fault divorce. Electing a President who can smoke pot without inhaling and get his derby scrubbed without having sex. We can all breathe a collective sigh of relief when this special breed can finally be called a "lame duck", and we all wonder how Ross Perot lost.
A President trying to use oneupmanship may try to improve on welfare reform.
An ill-advised President, unaware that noncustodial parents (NCP) are offered no protection from employer discrimination due to child support garnishments, may think it a good idea to encourage employers to promote or give raises to custodial parents (CP).
An ill-advised President, unaware that CPs were encouraged to end their previous marriage, might think it a good idea to encourage CPs to get married again.
A well-advised President, aware that the positive feedback loop just described is inherently unstable and will surely reform humanity, may think it a good idea to stop the currently proposed legislation until the previous legislation is implemented.
In congratulating the former President on his successful welfare reform, we hope that the President will successfully defend the wisdom of the federal mandate and highlight those protections demanded by law for the NCP paying child support. The President may make the distinction that Temporary Aid to Needy Families (TANF) was created to protect CPs while Child Support Enforcement (CSE) was created to persecute NCPs. The President may congratulate those States that have made the greatest contributions to the success of the existing reform:
The State of California must be recognized as the shining example for our Nation to notice regarding welfare reform:
California established 123% paternities relative to out-of-wedlock births in 1998 second only to Maryland with 155%.
California reported a four-year cumulative total of 34,539 paternity establishments over and above out-of-wedlock births from 1995 to 1998 with Kansas trailing with 1,683.
California established a child support guideline that exceeded the reported guideline by adding an extra 22% of an NCP's income (2 kids and $4,400 / month income) with Washington DC trailing by adding an extra 16%.
California received $84 million in incentive payments from the federal government in 1998 regarding CSE with New York trailing with $27 million.
California spent $515 million in administration cost in 1998 operating CSE with Ohio trailing with $203 million.
California made a total profit of $198 million in 1998 regarding CSE with New York trailing with $56 million.
California received $3.4 billion from the federal government in 1999 regarding TANF with New York trailing with $1.5 billion..
California spent $6.3 billion in TANF expenditures in 1999 with New York trailing with $3.7 billion..
California made a total profit of $307 million in 1999 regarding TANF with New York trailing with $249 million."
The numbers show that California has established a cash flow that excessively taxes this Nation's constabulary. They have misplaced their loyalties and have sold out America. Detached from the Nation, California will now slip into oblivion. Everyone gets what they deserve.
